Number Plates Now Mandatory for All Totos in West Bengal!

Minister Snehasis Chakraborty Speaks on the New Transport Rule

Kolkata: The West Bengal government has announced a major step to regulate electric three-wheelers (Totos) across the state. From now on, every Toto must have a registration number and number plate issued by the transport department.

Transport Minister Snehasis Chakraborty said that the initiative aims to ensure safety, accountability, and proper identification of all vehicles. Each registered Toto will receive a QR-coded number sticker, and unregistered vehicles will be barred from roads after November 30, 2025.

As part of the process, Toto owners must pay a ₹1,000 one-time registration fee and ₹100 per month thereafter. Police verification and driver identification will also be mandatory.

The government plans to introduce an odd-even system based on number plates to reduce congestion and improve traffic management.

In Siliguri and other key towns, local authorities have already begun registering Totos and issuing temporary enrolment numbers.

कोलकाता: पश्चिम बंगाल सरकार ने राज्यभर में चल रही टोटो (इलेक्ट्रिक तीनपहिया गाड़ियों) के लिए बड़ा निर्णय लिया है। अब हर टोटो को सरकार द्वारा जारी रजिस्ट्रेशन नंबर और नंबर प्लेट लगाना अनिवार्य होगा।

परिवहन मंत्री स्नेहाशिस चक्रवर्ती ने कहा कि इस फैसले का उद्देश्य है — सुरक्षा सुनिश्चित करना, अनधिकृत वाहनों पर रोक लगाना और परिवहन व्यवस्था में पारदर्शिता लाना।

हर टोटो को मिलेगा QR कोड वाला रजिस्ट्रेशन नंबर स्टिकर, और जिन वाहनों का रजिस्ट्रेशन नहीं होगा, उन्हें 30 नवंबर 2025 के बाद सड़क पर चलने की अनुमति नहीं दी जाएगी।

रजिस्ट्रेशन के लिए टोटो मालिकों को ₹1000 का एकमुश्त शुल्क देना होगा, उसके बाद हर महीने ₹100 का मेंटेनेंस शुल्क देना होगा। साथ ही चालकों की पुलिस वेरिफिकेशन और पहचान पत्र अनिवार्य होगी।

सरकार जल्द ही ऑड-ईवन सिस्टम लागू करने पर भी विचार कर रही है ताकि शहरों में ट्रैफिक जाम कम किया जा सके।

सिलीगुड़ी समेत कई शहरों में प्रशासन ने अस्थायी एनरोलमेंट नंबर जारी करना शुरू कर दिया है।
